Winter 2026 passport prices: online fees fall in November, and savings start with planning

Renewing a passport can cost less in November even without changing your travel plans. According to the Population Authority's 2026 fee table, as presented in a Bizportal report on 28 September, online payment in the winter months costs NIS 185 for an adult and NIS 110 for a minor. The corresponding online prices from March through October are NIS 290 and NIS 145. The winter period begins on 1 November, under the table's seasonal breakdown.
For those who can wait, that is a difference of NIS 105 per adult and NIS 35 per child. For those who need a passport for an upcoming trip, the first consideration remains the time available for issuance. The lower price does not shorten the process or guarantee an appointment before your flight. Start by checking the existing document, then decide when to pay.
The same document, three different prices
The rate varies with the season in which payment is made and the channel used. The report on the fee table also gave the price at an office: NIS 315 for an adult and NIS 165 for a minor. The right comparison therefore depends on how you would otherwise pay. An adult switching from online summer payment to online winter payment saves NIS 105; the difference compared with paying at an office is NIS 130.
For a family of two adults and two minors, making ordinary renewals with no special eligibility, the total is NIS 590 at the online winter rate. The same applications cost NIS 870 at the online March‑to‑October rate, or NIS 960 at office prices. That produces a saving of NIS 280 or NIS 370, depending on the comparison. This is an arithmetic result of the fee schedule, not a separate family discount.
It is also important to check that every family member falls within the fee category used in the calculation. A lost, stolen or damaged passport is not necessarily charged at the ordinary renewal rate. Do not apply the NIS 185 price to every application simply because payment is made in November. First select the service and applicant type, then check the amount displayed.
The payment date is not the passport delivery date
Paying the fee is one stage in the process, not a substitute for submitting the application. If a visit to an office is required for biometric issuance, that must also be arranged. Before paying, check which documents are required, whether a suitable appointment is available and which conditions apply to your particular application. A payment confirmation does not confirm that the passport is already being produced.
Make a short record for each family member: the current passport's expiration date, the next travel date, the application type and the appointment date. This makes it easier to spot a situation in which a parent has time to wait but a child does not, or vice versa. You do not have to make the same decision for everyone in the household if their needs differ, and the overall saving is no reason to delay a document needed sooner.
For a trip already booked, also check the destination's and airline's document requirements. Knowing that the passport is still valid on departure day is not enough. Confirm the precise requirement with the relevant parties for your itinerary, without assuming every country uses the same rule. This separates the price question from whether the document will be suitable for the planned trip.
What is known about November and what has yet to be set for next season
The basis for November's price is the division into summer and winter months in the 2026 table. That does not guarantee identical prices in January and February 2027. Conditions for using the winter rate last year do not automatically carry over to the new season either. In particular, do not rely on a 2026 deadline for attending an office as though it had already been approved for spring 2027.
The same distinction applies to self‑service stations. The fact that a particular channel was included in an earlier arrangement does not prove that every application through it will also qualify this coming November. Before paying, check the instructions shown in the service and the actual fee. If a condition is unclear, clarify it before being charged and keep the answer with your confirmation.
You can compare the figures and service types against the Population Authority's fee table. Applicants eligible for a special rate should check the relevant eligibility row instead of drawing conclusions from the family example. When comparing options, distinguish between a personal discount, a seasonal rate and the cost of exceptional handling.
If you paid before November began and plan to attend an office afterward, do not assume that the appointment date alone changes the fee already charged. In that case, check the payment terms and application handling with the authority. Any possibility of correcting a payment or obtaining a refund should also be checked for the particular case, rather than assuming the seasonal price entitles you to an automatic credit. The distinction between payment, application submission and issuance is especially important when one stage takes place in a different month. Keeping the confirmation lets you explain exactly what was done and when.
Turning the difference into a real saving
Before starting payment, make sure you are using the official service and have selected the correct application type. After being charged, keep a confirmation showing the applicant's details and the amount. If several family members are being handled together, make sure each confirmation is easy to match to the right person. This simple step can save a search through paperwork before the appointment.
Anyone who does not need a passport immediately can compare November's rate with the available appointment date and decide accordingly. Anyone who needs the document soon should first consider whether it can be issued in time. A worthwhile saving fits the travel schedule, application type and conditions displayed on the payment date, not just the number in the headline.
